
MCloud services’ application procedure:

1. The Beneficiary shall send to the Electronic Governance Center (EGC) an official request expressing his willingness to use the services available within the MCloud Platform.

2. The EGC representatives shall make contact with the Beneficiary with a view to organizing a joint meeting as to discuss the technical aspects related to the required services’ provision.
For the IaaS services, it will be necessary to estimate the required resources’ quotas in the following format:
- Total GHz for processor frequency;
- Total GB for RAM memory;
- Total GB for storage space..
In the resource estimation process, the Beneficiary and the EGC representatives shall follow the next steps:
- Identify the number of information systems expected to be hosted by Beneficiary in the MCloud;
- Identify the number of virtual servers required for each system.
- Determine the GB storage space, amount of RAM in GB, number and frequency in GHz of the virtual processors for each server individually. On necessity, data presented in the table below shall be used as reference:
- Calculate, by summing up the estimated values for each server individually, the total storage space required in GB, total amount of RAM in GB as well as total frequency for the required processors in GHz;
- When necessary, define the connection diagram of the system/ information systems’ components.

3. Once agreed the technical aspects related to service delivery, the Beneficiary and the EGC authorized representative will sign the MCloud service delivery agreement;

4. After signing of the agreement, within 3 working days, the Beneficiary will be provided with the allocated resources’ access information which shall comprise:
IaaS services:
- Self-service, e-Learning and help desk systems’ access address;
- Credentials for accessing the respective systems.
PaaS services:
- Guidelines for electronic services’ integration;
- Testing environment access data;
- Address and credentials for accessing the help desk system.
MCloud services’ changing procedure:
- The Beneficiary shall send a formal request to the EGC. The request shall specify the changes that need to be made. The request may be scanned and delivered via service-desk.gov.md or sent at service-desk@gov.md.
- Once accepted the request, the EGC shall prepare and sign with Beneficiary an amendment to the IaaS service delivery agreement.
- After signing of the amendment, within 2 working days, the Beneficiary shall be notified about the changes’ operating.
MCloud services’ interruption procedure:
- The Beneficiary shall send a formal request to the EGC which shall express his intention to suspend the MCloud services’ delivery. The request may be scanned and delivered via service-desk.gov.md or sent at service-desk@gov.md.
- The EGC shall analyze the request and organize a joint meeting with the Beneficiary’s representatives with a view to discussing the service interruption reason. At the same time, the RGC representatives shall define and agree with the Beneficiary the “exit” strategy which will specify:
- The time required by the Beneficiary to relocate the data/informational systems from the MCloud platform;
- EGC assistance needed by the Beneficiary to relocate the data/informational systems from the MCloud platform;
- The need for complete or partial deletion of data;
- The need for data archiving and time horizon necessary for archives’ storing.
Once finalized the “exit” strategy, the termination of the agreement signed by the EGC and the Beneficiary process shall be initiated. At the same time, the EGC shall ensure the “exit” strategy implementation, Beneficiary’s assigned resources’ release as well as Beneficiary’s access to the provided services’ revocation. When necessary, the EGC shall provide the Beneficiary with the necessary support for the relocation of data/informational systems from the MCloud platform.

Migration/installation of informational systems
While using the MCloud Platform IaaS resources, the Beneficiary may request assistance from the EGC as regards the migration of some existing information systems or installation of new information systems directly on the MCloud platform;
In order to perform the migration / installation process, the Beneficiary shall:
- ssend a request via service-desk.gov.md or at the following address service-desk@gov.md.
- prepare the following data on the informational system in question:
- Description of the information system;
- Installation and Configuration Documentation;
- Performance and availability requirements;
- Security requirements;
- Information system components’ connection diagram;
- Dependencies to other systems.
* The EGC shall assign a Project Manager who shall continue managing the migration/installation process according to the Project Management Process.
